Both Members and Guests can read the JustRuns Group Bulletin Board but only Members can post. 
To post, send an email message to justruns@yahoogroups.com .  Be sure to be using the email account you used when you joined the Group. 

If you no longer have access to that email account or if you are joining for the first time, go to http://www.groups.yahoo.com/neo  , then search for "JustRuns", and select "Join This Group".  Once your Membership is accepted (usually within an hour or so) you can post to the Group Bulletin Board using the Yahoo identity you used when Joining.
